Rare cobalt blue form, any idea?

I'm looking for reference for that very rare cobalt blue bottle. H 9,5cm

I think it could be a kind of kohl tube, even there is a quite large rim, what do you think?

What do you think about the period? 1-2 AD or 3-4?
